Abstract

The worrying shortage of drinking water, combined with the constant cross-border pollu­tion of water resources has caused fervent debate among the world’s authorities. Among the topics we discuss the accountability of states and indi­viduals in the pollution of water assets. From the perspective of the current risk society we live in, the theory devised by Ulrich Beck, we propose a new way of looking at international liability for transboundary water pollution: the reversal of the duty to prove causation, the entrepreneur must demonstrate that activity exerted not involve any risks or environmental damage and future.
